How To: Taishi Ci's special item

Play the Assault On Wu Territory level with the allied forces (not Sun Ce's). This is the battle where Sun Ce normally gets Taishi Ci to join Wu. With Taishi Ci, defeat all the generals except Sun Ce. His fourth weapon should appear at the top of the screen.
