The best way to defeat blocking thugs is to buy the Whirlwind Kick. This will hurt multiple thugs plus the one you are already fighting. It covers a lot of distance and is very strong. Also, climb up on a wall enough to web them up. Then press Y to web them up. Press Left Analog-stick Up to sling them up there, and press X repeatedly until the thug is defeated.
